How was the draft Strategy developed?

Planning for the Boronia Renewal Strategy commenced in late 2017 as part of Council’s commitment to review the Boronia Structure Plan (2006) and temporary Knox Planning Scheme controls; as well as address issues identified by the local community.

Throughout 2018 and 2019, community members and stakeholders provided feedback on issues, areas of concern and aspirations for the future of Boronia. From this the draft Boronia Renewal Strategy was developed and endorsed by Council in 2019 and preparation of the draft Planning Scheme Amendment began.

The draft Planning Scheme Amendment was then approved by Council in August 2021. Before being able to consult the community on the draft documents, we required authorisation from the Victorian Government’s Minister for Planning to exhibit the Amendment. The approval was provided in June 2022 and we are now ready to get your feedback on the draft Strategy as well as the draft Planning Scheme Amendment.

While we have been working on the documents and approvals, we progressed with projects we know are important to you:

  • Lots of public arts and events, including Play Park 257, street art and murals, and pop up community events.
  • Improved streetlights, with over 90% of streetlights in Boronia replaced with more energy efficient LED lights
  • Improvements to pedestrian safety and the look and feel of Lupton Way and Erica Avenue
  • New signs to help pedestrians find their way around, that have a unique Boronia feel are coming soon

The Vision for shaping Boronia's future is:

A connected and resilient place that values its history and environment, and embraces its forward-thinking community to realise its potential for future generations.

From this vision for the future of Boronia stems several key direction/value statements to help inform our decision making including:

  • Boronia is a unique place, nestled at the base of the foothills of the Dandenong Ranges
  • It has quality living environments
  • Is a healthy, active and connected community
  • Is resilient
  • Nurtures local and creative business and social enterprise
  • Is a green place with spaces to play
  • Is smart and digital
  • Has an active nightlife
  • Has a unified urban structure


The key themes of the strategy derived from the extensive community consultation are:

  • Economic development and investment
  • Land use and built form
  • Movement and access
  • Public spaces
  • Community wellbeing and infrastructure

For each theme, the draft Strategy details issues and opportunities, along with strategies and actions.
