Council is proposing to sell surplus land at 14A Corporate Avenue, Rowville to Pask (a property developer) following a Council decision made in January 2019.
The 2.495-hectare land is proposed to be sold under a direct treaty at market value by the end of 2025. Before the proposed sale is finalised, Council is undertaking community consultation as a statutory requirement outlined in the Local Government Act.
You are able to provide final comments before Council considers finalising the sale.
Comments close on Tuesday 11 November 2025.

Council surplus land (at 14A Corporate Avenue, Rowville) would be part of the Bankside residential development that is currently underway.
The site is planned to be developed into approximately 34 homes, including a multi-unit development and a small public park.

Council’s Knox Housing Strategy 2015 sets out strategic direction for managing housing growth in response to the evolving needs of our community.
The strategy identified this Council owned land and the adjacent Kingston Links Golf Course as a strategic site for residential housing. Subsequently in October 2018, these sites were rezoned to support the Bankside development project.
Before the land was rezoned for the Bankside development project, community consultation on the change of land usage (Planning Scheme Amendment C142) was undertaken between 16 October to 27 November 2017. We received 52 submissions that were considered in the decision to rezone the land. More information on the consultation is available in the Council Report dated 18 December 2017.
Before the original decision to sell the land in January 2019, a community consultation was undertaken to inform that decision.
Council formally made the decision to sell this surplus land in 2019. Council proposes to finalise the contract of sale for the land by end of 2025 to recuperate costs for our capital works program. We intended to sell the land earlier, however this plan was impacted by unforeseen project delays and COVID-19.
The Local Government Act 2020 requires Council to undertake a community engagement process on the sale of land in accordance to Section 114.

Engagement Plan
The proposed sale of land at 14A Corporate Avenue, Rowville in line with legislative requirements. Although Council resolved to sell the land in 2019 and is contractually obligated to proceed, there is a legislative requirement to undertake community engagement in line with the Community Engagement Policy. This ensures transparency and gives the community an opportunity to provide final comments before Council considers finalising the sale.
Before the proposed sale is finalised, Council is undertaking community consultation as a statutory requirement outlined in the Local Government Act. We are seeking final comment from the community on anything Council should be aware of or considering in the continuation of the sale of this land.

For this project we will be engaging our community at the level of Consult on the International Association of Public Participation (IAP2) Spectrum. This means we will listen to what you say and consider it when we make a decision.
