We are proposing to sell 3 Council properties that have been declared as surplus. Your feedback is invited on the proposal to help guide Council’s decision.
The 3 vacant properties are former early years facilities, the addresses are:
- 73-75 Eildon Parade, Rowville
- 10 Tamara Street, Wantirna South
- 4 Coorie Avenue, Bayswater
The Wantirna South and Bayswater sites have been vacant since 2019, and the Rowville site has been vacant since 2022.
Council is proposing to sell the 3 properties for the following reasons:
- the properties are surplus
- recoup the costs for the development of the Bayswater and Wantirna Children and Family Centres
- retaining these properties will result in significant renewal and maintenance costs that has not been included in Council’s budget
Future use and development of these sites will be guided by the Knox Housing Strategy, and the residential zoning for each site. The sites are all classed as a Knox Neighbourhood area. Following community consultation in July 2021, the sites have been rezoned from Public Use Zone 6 (Local Government) to Neighbourhood Residential Zone (Schedule 4) for residential land usage. Design guidance for the different residential areas can be found in the Knox Residential Design Guidelines.
In November 2018, Council made the decision to consolidate our Family and Children facilities to provide our community with better services and facilities at an earlier timeframe, and declared these 3 properties as surplus.
This property has been vacant since 2022, following relocation of early years services. The building and land has no heritage or cultural values requiring protection.
The fence on the site was extended past the title property boundary to include a small section of Eildon Park, to provide additional outdoor play space for children at the facility.
Works will be carried out to move the fence onto the title property boundary. This will involve removal of play areas, storage structures and selected trees.
