Help drive safer and fairer public parking in busy areas

We are suggesting some changes to the Parking Policy to support safe, fair and equitable access to public parking in busy areas as our city continues to grow.

The Parking Policy guides how we manage parking restrictions, permits and access while balancing the needs of residents, businesses and visitors.

Most public parking options in Knox are free and unlimited, but there are areas of limited, paid and permit parking in high demand areas such as shopping strips, around public transport, hospitals, schools and sports facilities.

Since the policy was introduced in 2018 our community has grown and there are more cars on our roads. It's time to update the policy to reflect these changes.

Have your say on the proposed changes to the Parking Policy:

  • Residential parking permits in high demand areas

    We would like to introduce residential parking permits in high demand areas such as near hospitals, schools and major sporting facilities. In the parking policy, these areas are defined as Zone D. This will ensure equitable access to parking for everyone including residents, visitors and local businesses, and maintain turnover where space is limited.

  • Simplified residential permit application rules

    It can be confusing for applicants to work out how many residential parking permits they may be eligible for. To ensure a fair and consistent approach for everyone, we are proposing to simplify the system by providing the same standard permit allocation for all new applications.

  • Residential visitor permits

    We are exploring demand for visitor parking permits in high demand areas such as around schools and hospitals. We can’t deliver this straight away, but we want to know if this is something that the community would value.

Other updates

The draft policy has been updated to bring it up to date with our climate change commitments in the Climate Response Plan and Council and Health and Wellbeing Plan.

It has also been updated to reflect current parking technology practices. We may also consider additional technologies in the future in response to evolving operational requirements, technological advancements, and service needs.

These changes are already in place.

  • More EV charging and car share parking

    As part of our commitment to addressing climate change, we are committed to increasing the number of flexi-parking (car share) spots and electric vehicle charging points in public parking areas.

  • Parking technology

    Efficient parking turnover in busy areas means more people can find a car park when they need one. Parking technology helps us to support compliance with parking restrictions and road rules, ensuring parking is managed fairly for everyone.

Engagement plan summary

We are updating the Parking Policy to ensure equitable access to parking in line with state and federal legislation, while supporting local businesses, residents, and visitors through fair, transparent, and sustainable management practices.

  • Community feedback - through this consultation on the draft policy.
  • Legislation - the policy must be in line with current state and federal legislation including the Road Safety Road Rules 2017 and Knox Planning Scheme.
  • The final endorsement of the Parking Policy will be by Council in a public meeting.

Feedback is sought from:

  • Residents
  • Business owners
  • Staff and customers of local businesses
  • Commuters
  • Community members who have mobility or accessibility needs.

For this project we will be engaging our community at the level of Consult on the International Association of Public Participation (IAP2) Spectrum. This means we will listen to what you say and consider it when we make a decision.

  • Implementation of residential parking permits in Zone D.
  • Input on how to make the parking permit application easier.
  • Introduction and implementation of visitor parking permits.
  • Parking permit fees. These are set each year in the annual budget.
  • Changes to parking rules and infringements such as Victoria Road Rules as defined by the Victorian State Government.
  • Legislative requirements including the Road Safety Road Rules 2017 and Knox Planning Scheme.
  • Operational changes outside of the policy including EV charging points, flexi-car (car share) parking and the use of parking technology.
