The Knox Community Vision 2035 describes our long-term hopes and aspirations for Knox:

Knox: where we connect with our people and our environment, ensuring they are safe, supported and have every opportunity to thrive.

This vision helps us to plan for the needs of our community now and into the future. Itis based on the idea that by creating a picture of the future that we all agree to, we can make a shared commitment to work together to get there.

Council has developed a suite of plans to deliver on this vision, address the priorities of our community, drive Council performance, and ensure transparency and sound financial management. These documents include:

The Council and Health and Wellbeing Plan is our promise to the Knox community. It sets out what we will do to respond to current and changing needs and will be shaped by our aspirations, needs, values and priorities, and inform long term financial planning.

The Asset Plan guides how Council manages the large portfolio of community assets in a cost effective manner to meet evolving community needs.

The Financial Plan details our approach to strategic planning and financial planning over the next decade and the Revenue and Rating Plan defines how Council will calculate and apply rates and generating other sources of revenue.

To ensure Council remains responsive to the community's evolving needs and priorities, each financial year actions will be published in the Annual Budget. The development of the Annual Budget and Action Plan will also include setting an annual target for each performance measure of the Council and Health and Wellbeing Plan.

The Council and Health and Wellbeing Plan 2025-2029, Financial Plan 2025-2035, Revenue and Rating Plan 2025-29 and Annual Budget 2025-26 were adopted by Council on 23 June 2025. You can read the report and Council minutes. A video recording of the meeting is also available.

The Asset Plan 2025-35 will be finalised later this year following consultation on the draft document.

We will report on our progress quarterly and annually. Each year we will come back to you to discuss progress and to get your feedback on the annual actions and budget for the next year. To stay up to date we recommend you subscribe to Council’s eNewsletter.

Community engagement

A detailed research and engagement program has been undertaken to ensure our plans reflect the vision, values and aspirations of the people of Knox. This included over 1100 community members having their say through broad community engagement. You can read more about this in the Our Knox Broad Community Engagement Report.

The Our Knox Community Panel. a representative group of residents, was then formed in April 2024 to help us interpret the findings from the broader community and provide recommendations to confirm the Community Vision and prepare the Council and Health and Wellbeing Plan and the Financial Plan. The Our Knox Community Panel also had a specific session to consider the Annual Budget. You can read more about this process and their recommendations to council in the Our Knox Community Panel Engagement Report and their final report after their final session in February 2025.

The drafts of the Council and Health and Wellbeing Plan 2025-2029, Financial Plan 2025-2035, Revenue and Rating Plan 2025-29 and Annual Budget 2025-26 were all released for public comment from May – June 2025 and received comments from 11 people. You can review the engagement summary for more information. These comments were considered by Council when adopting the final documents. The feedback will also be provided to relevant service areas for consideration in future planning.

To inform the development of the Asset Plan a separate representative Community Panel met in both April and May 2025. A report on the Asset Plan Community Panel process was released that directly informed the draft Asset Plan. The draft Asset Plan will be available for public comment shortly.
