We are seeking community feedback on proposed safety improvements to reduce risk for pedestrians, cyclists and drivers along Napoleon Road.

Your feedback will be included in a proposal to State Government.

The current speed limit along this section of road is 80 km/h. Pedestrians face life-threatening injury if struck by vehicles traveling at this speed. Driving slower would reduce the risk of accidents occurring.

Proposed speed limit reductions

We are proposing to State Government that:

  • the 60 km/h speed limit on Napoleon Road be extended south of Kelletts Road through to Wellington Road and
  • 40 km/h time-based school zones be introduced near the two school crossings during school pick up and drop off hours.

Why are reduced speed limits being proposed?

Driving slower can reduce the risk for both crossing users and drivers. The crossings along this section of Napoleon Road can be difficult to see, especially when driving at the current 80 km/h speed limit. Improving safety at these crossings could encourage greater use—particularly by children wanting to walk or cycle to school independently.

How could the reduced speed limits impact you?

We know travel time matters, and accessing local schools, shops and amenities easily and efficiently is important. The lower speed limits proposed would add just 57 seconds to your trip during 40 km/h school pick up and drop off periods and only 28 seconds at all other times — but they could save a life.

Previous engagement for speeds along Napoleon Road

In 2023, we proposed 40 km/h school zones at the two crossings; however, feedback from both the community and State Government showed that drivers struggle to slow from 80 km/h to 40 km/h. Based on this feedback, we have changed our proposal.

Engagement Plan

Council is proposing to the Department of Transport and Planning (DTP) formerly VicRoads, for a speed limit reduction along Napoleon Road between Kelletts Road and Wellington Road. Feedback from this Have Your Say will be presented as part of the proposal to DTP.

The proposal to the Department of Transport and Planning (DTP) will consider:

  • Safety concerns from pedestrians crossing Napoleon Road (either to the nearby schools or bus commuters);
  • Feedback from regular drivers on Napoleon Road.
  • Technical analysis of pedestrian and vehicle traffic on Napoleon Road
  • Road Safety Standards (DTP's Traffic Engineering Manual - Speed Zoning Technical Guidelines)

The proposal to the Department of Transport and Planning (DTP) will consider:

  • Feedback from local residents;
  • Feedback from the local school community including staff and parents/carers
  • Feedback from regular drivers on Napoleon Road
  • Feedback from local bus commuters

For this project we will be engaging our community at the level of Consult on the International Association of Public Participation (IAP2) Spectrum. This means we will listen to what you say and consider it when we make a decision.

Council will consider the overall feedback from the community and present the summary to the Department of Transport and Planning (DTP) for their consideration.

  • Grade separation (pedestrian bridges) infrastructure
  • No speed limit reduction application
  • Traffic devices (i.e. traffic signals or speed humps) on the road
  • Locations of speed limit changes.
