We are inviting your feedback on how we manage two important community assets — stormwater and road infrastructure.
These assets are at the heart of what we do.
They help us deliver services that are valued and needed by our growing and diverse community, and they play an important role in supporting safety, wellbeing and liveability across Knox.
To ensure we continue delivering these core services effectively, Council needs to plan for the future. This includes addressing challenges such as ageing infrastructure, climate change, extreme weather, flood risk and increased infill development.

Draft Stormwater Asset Management Plan
Most of Council's stormwater infrastructure was constructed in the 1970s and 1980s and is now 50%-60% into its estimated useful life. Council manages minor drainage systems, while Melbourne Water oversees major drains and waterways.

The draft Plan addresses Council's stormwater assets only.
- 1,188km of drainage pipes
- 39,600 drainage pits
- Stormwater assets include drainage pits and pipes, wetlands, stormwater tanks, raingardens, tree pits and permeable paving.
Council is developing a new Stormwater Asset Management Plan to replace the 2010 Drainage Asset Management Plan. The new plan expands our focus beyond pipes and pits to include:
- Wetlands
- Stormwater tanks
- Tree pits
- Raingardens
The 10-year plan will guide improvements in how we manage stormwater assets. A key initiative we are proposing is the upgrade of 97km of very small 100mm diameter pipes to 300mm diameter pipes — a significant upgrade that will improve drainage performance and help manage stormwater more effectively.
Road Management Plan Review
Our road infrastructure provides residents access to places and services. It also supports economic activity, and other essential services such as public transport, waste management and emergency services.
Council manages local and non-arterial roads (roads with lower traffic volumes), while VicRoads is responsible for major arterial roads (roads with high volumes of traffic).

Council’s road management responsibilities are among the most important services we provide. The Road Management Plan outlines how we inspect, maintain and repair roads and related assets such as footpaths and shared paths, in accordance with the Road Management Act.
We review this plan every 4 years to ensure our service levels remain appropriate. Our latest review shows:
- We are managing roads at appropriate levels.
- Therefore, minimal changes are proposed to our current approach.
- Benchmarking against other Councils, evaluating our road management service, and insurer recommendations support our strategy.
- Since 2012, feedback from community satisfaction surveys for our road management performance has demonstrated steady improvement.
- In 2024/25, customer satisfaction with Council-managed roads was 6.8/10, up from 6.7 the previous year, indicating overall satisfaction with our road management approach.

We are identifying investment priorities and funding allocation to support ongoing investment in Council’s suite of stormwater assets.
By reviewing feedback as provided by our community and presenting this to inform Council’s response to this feedback prior to endorsing the Stormwater Asset Management Plan.
