Have your say on the draft Community Signage Policy
Council owns and manages open spaces such as reserves, sports fields and courts. Our current Community Signage on Council Open Space Policy outlines how signage is managed in these spaces, including rules around sponsorship signage on fences and scoreboards, temporary promotional banners and approval for outward-facing signs.
In October and November 2025, we asked you for your input on how signage is currently working, what could be improved, and what matters most.
Incorporating your feedback, we have made some updates to the draft policy. These updates strike a balance between retaining the amenity of the reserve and allowing clubs and community groups the opportunity to raise sponsorship revenue, whilst meeting our legislative requirements.

Temporary signage can be displayed for longer and include sponsorship that is promotional in nature. This makes it easier for clubs and community groups to manage temporary signage whilst giving them the opportunity to raise funds.

Temporary signage cannot be animated or illuminated. This reduces the impact on nearby residents and distractions for drivers and pedestrians.

Each club or group can keep one outward facing sign for identification, per site. This allows clubs and community groups the opportunity to promote themselves, without impacting community amenity. Sites with multiple entrances will be considered on a case-by-case basis.

Clubs or groups can apply for additional outward facing signage, or variations to outward facing signage, under the Planning Permit process. As part of the process, variations and additional outward facing signs may be permitted but will be subject to Council’s planning permit process. This allows neighboring residents to raise concerns which will be reviewed by Council before permits are issued.

Tennis clubs can have coaches listed on community club outward facing signage, pending conditions. This allows tennis clubs the opportunity to advertise their services while keeping appropriate limits in place.

Key elements of the current policy include:
- Advertising or sponsorship signage must be limited to inward facing perimeter fence line.
- Temporary signage is permitted but must be promotional in nature i.e. registration day promotion.
- Temporary banners are permitted but must only be displayed on the day of the event.
- One outward facing sporting club signage may be permitted and will be assessed on a case-by-case basis.
- Advertising or sponsorship signage must be limited to inward facing side of any scoreboard.

The Knox Planning Scheme is a framework which regulates land use and development in Knox.
Under the Knox Planning Scheme, there are mandatory requirements for signage on Council land including Clause 52.05 which outlines the use of advertising signage. This clause is found in all planning schemes throughout Victoria.
Council sought feedback from sporting clubs who operate from various Council opens space and reserves between Wednesday 20 August to Sunday 7 September 2025.

Engagement plan summary
To adopt a Council Community Signage on Open Space Policy that reflects community aspirations and meets Planning Scheme requirements.

For this project we will be engaging our community at the level of Consult on the International Association of Public Participation (IAP2) Spectrum.
This means we will listen to what you say and consider it when we make a decision.
Most other parts of the Policy are able to be influenced by community feedback.
- Requirements under the Knox Planning Scheme including signage that faces roadways requiring a planning permit, and the material and maximum size of signs.
- Application of the policy once endorsed by Council.
