Community members attending engagements are entitled to be accompanied by a support person. Please let us know if you will be attending with a support person for seating and catering requirements.

Where do you think we need electric vehicle charging stations?

Council has identified a need to expand the EV charging network to help our community be more electric vehicle (EV) ready. We are developing a new Electric Vehicle Charging Infrastructure Policy to guide how we do this on Council owned and managed land.

Council is well placed to lead and facilitate the development of the EV charging network because Council manages a large number of public carparks and parking spaces.

Limited charging opportunities in public are one of the main barriers that prevent people from owning an EV.

Your feedback will help ensure the expansion of the EV charging network will keep pace with community’s current and future needs.

This is your opportunity to share thoughts on possible locations for EV chargers, and the assessment criteria in the draft policy.

Potential locations for EV chargers could be in activity centres and key Council facilities. Installing EV chargers in these locations will benefit local businesses by encouraging EV drivers to support local while their car is charging.

The draft policy encourages EV charging operators to provide their services in Knox. This involves operators covering installation and operating costs themselves, at no cost to Council.

The draft policy provides clear guidelines for community consultation on proposed locations for EV charging stations to ensure a consistent approach and provide opportunity for community feedback.


Introduction of fees for Council EV chargers

The draft policy proposes that from 1 July 2025, Council will introduce a fee for Council owned and operated EV chargers. The fees are designed to cover operational costs. The fee amount is not determined in this draft policy, as this is set by in Council’s annual budget process.

Council owns and operates 5 public chargers at 3 locations (Knox City Council Civic Centre, Wantirna South, Fairpark Reserve, Ferntree Gully, and Knox Regional Netball Centre, Ferntree Gully).

Engagement plan

To develop an Electric Vehicle Charging Infrastructure Policy that represents current EV standards and reflects community aspirations.

The Policy has been drafted based on research, benchmarking, and best practice. We have also looked at service data from recent years.

We will consider changes to the draft Policy based on feedback through this consultation.

The final endorsement of the Electric Vehicle Charging Infrastructure Policy will be by Council in a public meeting.

  • Owners and potential owners of electric vehicles
  • Users of Council's free EV charging stations
  • Businesses and commercial property owners
  • EV charging infrastructure operators.

For this project we will be engaging our community at the level of Consult on the International Association of Public Participation (IAP2) Spectrum.
This means we will listen to what you say and consider it when we make a decision.

  • Broad locations or car parks where additional charging stations could be added
  • Proposed Electric Vehicle Charging Infrastructure Assessment Criteria (section 7.1 of policy)
  • The policy only covers EV chargers owned by Council or operated under a licence from Council. Privately owned chargers are not included.
  • We are not identifying specific bays within a car park that would be allocated to EV charging.
  • The fees on Council owned chargers or the fees set by Council as this is done through the annual budgeting cycle.
  • User fees set by the EV charging operators.
  • Which EV charging operators can apply to install charging infrastructure on Council land.
  • Proposals or nominations to install EV charging stations on private property. Whilst the community can nominate sites, the policy cannot influence the decision of private landowners even if community recommend a charger at that location.
